The California Department of the Youth Authority (CYA) emphasizes public protection and offender accountability. CYA can be described as the agency of last resort for youthful offenders, ages 14 to 25. As part of the state's juvenile justice system, CYA works closely with law enforcement agencies, the courts, district attorneys, public defenders, and a range of public and private agencies concerned with, and involved in, the problems of youth.

For parole agents, administrative duties – i.e.: paperwork – play a major role in their everyday responsibilities. In fact, it was playing too large a role compared with their primary duty, parole supervision.

"We took a look at the time our agents spent providing parole supervision vs. the time it took to perform paperwork," says Dennis Dulay, a retired assistant to the deputy for CYA Parole Services. "About one-third of their time was doing paperwork. That was way too much time."
